 SITUATIONAL UPDATE REPORT

Date: Monday, 1 December 2025
Prepared by: Global Intervention for Health and Agricultural development

Overview

This report provides a detailed analysis of the current humanitarian crises in Sri Lanka, the Occupied Palestinian Territory (OPT), and Sudan, focusing on the immediate challenges, ongoing response efforts, and critical needs. The situations in these regions are marked by natural disasters, conflict, and displacement, requiring urgent and coordinated humanitarian interventions.

1. Sri Lanka: Cyclone Ditwah and Its Aftermath

Key Developments

  • Cyclone Ditwah has caused widespread flooding and landslides across Sri Lanka, exacerbating existing vulnerabilities in the region.
  • UNICEF has documented severe damage to infrastructure, including homes, schools, and healthcare facilities, with thousands displaced.

Humanitarian Response

  • Emergency shelters have been established to accommodate displaced families, though overcrowding and limited resources remain concerns.
  • Search and rescue operations are ongoing, with local and international teams working to locate missing persons.
  • Health services are strained due to damaged facilities and the risk of waterborne diseases.

Critical Needs

  • Immediate shelter and non-food items (NFIs) such as tents, blankets, and hygiene kits.
  • Clean water and sanitation to prevent disease outbreaks.
  • Logistical support for the delivery of aid to remote and affected areas.

2. Occupied Palestinian Territory: Gaza Humanitarian Crisis

Key Developments

  • Dr. Ramiz Alakbarov, the Humanitarian Coordinator for the OPT, concluded a four-day visit to Gaza, highlighting the dire conditions as winter approaches.
  • Aid operations continue, but access remains restricted, with only two routes (Al Rasheed Road and Philadelphi corridor) available for humanitarian cargo.

Humanitarian Response

  • Health Services: 234 health service points are now operational, up from 197 before the ceasefire. However, shortages of equipment and destroyed infrastructure hinder progress.
  • Shelter Assistance: Over 4,300 households received tents, tarpaulins, bedding, and winter clothing vouchers in the past week.
  • Education: 18 out of 31 temporary learning spaces have reopened, benefiting 8,000 children. However, stationery and education supplies are critically low.
  • Cash Assistance: 123,000 families have received cash transfers, exceeding the initial target of 120,000.

Critical Needs

  • Unfettered humanitarian access to ensure the timely delivery of aid.
  • Reconstruction of infrastructure, particularly health and education facilities.
  • Winterization support to protect vulnerable populations from harsh weather conditions.

3. Sudan: Escalating Insecurity and Displacement

Key Developments

  • Insecurity persists in Darfur and Kordofan regions, with reports of armed robberies and civilian casualties.
  • El Fasher, the capital of North Darfur, remains volatile despite a decrease in hostilities since late October.

Humanitarian Response

  • Displacement: Over 106,000 people have fled El Fasher and surrounding villages, with 80% seeking refuge in rural areas lacking adequate support.
  • Access Challenges: Aid organizations are unable to reach civilians inside El Fasher due to security risks.

Critical Needs

  • Safe passage for displaced populations and humanitarian convoys.
  • Basic services, including food, water, and healthcare, for those in rural areas.
  • Protection measures for civilians, particularly women and children, who are disproportionately affected by violence.

Conclusion and Recommendations

The humanitarian crises in Sri Lanka, Gaza, and Sudan underscore the urgent need for coordinated, scalable, and sustained interventions. Key recommendations include:

  1. Sri Lanka:
    • Scale up search and rescue efforts and provide immediate relief to affected communities.
    • Strengthen early warning systems to mitigate future disaster risks.
  2. Occupied Palestinian Territory:
    • Advocate for unrestricted humanitarian access to Gaza.
    • Prioritize winterization efforts and education support for children.
  3. Sudan:
    • Negotiate humanitarian corridors to ensure aid reaches conflict-affected areas.
    • Mobilize protection services for displaced populations.

The international community must act swiftly to address these crises, ensuring that no one is left behind.
